Weatherization Assistance Program


Separate sealed quotations will be received by the City of Baton Rouge and Parish of East Baton Rouge, Purchasing Division, Room 309, Municipal Building, 300 North Boulevard, Baton Rouge, La. until 11:00 A.M. Tuesday, February 09, 2010, for the provision of Weatherization Construction Services. Bids will be publicly opened and read aloud in Room 312, Municipal Building immediately thereafter. Contractors or their representatives are invited to be present.

The City-Parish is accepting quotations from General Contractors for construction services under its Weatherization Assistance Program. The Weatherization Assistance Program performs insulation and various energy savings related improvements and alterations for qualified low-income clients. The program scope consists of weatherization of residential dwellings in accordance with the Louisiana Association of Community Action Partnerships (LACAP) Weatherization Assistance Program Operations Manual. The City-Parish Weatherization program will provide improvements to approximately 422 residential units before January, 2012. Work may be minimal to extensive, i.e. (caulking& weather stripping, sidewall and attic insulation, re-roofing, etc.) Some of the units may be mobile or multi-family units. Federal Davis- Bacon Regulations applies to all construction activities of this program.

Quotations, amendments to bids, or request for withdrawal of bids received after time specified for bid openings shall not be considered for any cause whatsoever.

Contractors must be qualified through the Office of Community Development to perform the work contemplated on a Community Development project. Contractor applications are included as a part of this Request for Qualifications and/or may be obtained from the Office of Community Development, 300 Louisiana Avenue, second floor, Baton Rouge, Louisiana, telephone number, (225) 389- 3039.

WARNING: Presence of lead paint in work areas must be assumed. Use of lead safe work practices is required. In no case shall work be considered complete until work areas have been inspected and determined to be free of lead paint residue in accordance with EPA standards. A contractor who fails the initial clearance test will be required to pay for the retest.

A Pre Bid Meeting will be held on Wednesday January 27, 2010 at 10:00am at the City of Baton Rouge - Parish of East Baton Rouge, Office of Community Development, 300 Louisiana Avenue -2nd Floor, Baton Rouge, La. 70802. All potential Contractors will be asked to attend this pre bid meeting. All instructions for the contract will be provided at the meeting. All questions presented during the contract process will be answered at that time.
